It's more like a antenna and the wire is attached to it he may have hacking abilities because Eggman used his antenna to regain control of Metal Sonic and Metal Knuckles ignore Tails complaining

(You are walking in a scary forest, and you find a doll, so you take it home)
oh a little tails doll! covered in blood? I wonder what happened to its owner I mean disappearances have been made and I've seen this doll at the crime scene and there's no evidence that anyone snuck into the house there's no footprints there's no fingerprints just yellow fur I don't know if I should take it home so pretty little at night maybe I should just leave it and try to find it tomorrow? yeah I'll try to do that
