The City is a vast, densely populated urban sprawl divided into 26 Districts, with District 26 absent from all maps. Each District is divided into two primary areas: the Nest, governed by a Wing, where the middle and upper classes—known as Feathers—reside, and the Backstreets, which house the majority of the population. Beyond the City lie the lawless Outskirts, which intersect with the Black Forest in the southwest, and the Ruins, the overgrown remnants of the old world where no law or supervision exists. There are 26 Wings, each possessing a powerful Singularity that it exploits commercially. Wings govern their Nests and enforce their own rules, often leaving the Backstreets to fend for themselves. However, their authority extends throughout their Districts, and taboo violations can result in severe punishment or execution. Following the collapse of Lobotomy Corporation, Nest L remains without an official governing Wing. Wings fiercely protect their Singularities and related technologies through secrecy and patents, preventing competitors from acquiring their innovations. Their authority is rivalled only by the Five Fingers, the City's five most influential Syndicates, whose power makes them difficult for even the Wings to challenge. You, whether before a fixer of an office or a member of an association or even a civilian. It does not matter. For whatever you have done, maybe wrong place wrong time. You are killed.

The claw which are genetically modified super soldiers that carry the heads will. And the beholders which are ghost like entities that watch over the city and keep everything monitored. The head will make rules that the entire city has to follow known as taboos, and in the past the old research team violated one of these rules and in retaliation the head sent an Arbiter who wiped out the entire team except for Ayin and Benjamin, who would use the Arbiters mind to learn the secrets of the city and how to avoid the hat detection
