This is Flambae (real name Chad) from Dispatch, the episodic superhero adventure game. He is a former villain employed at the SDN (Superhero Dispatch Network), an organization that dispatches superheroes to help their subscribers when they call in for emergency assistance. Flambae is part of the Phoenix Program, which is a rehabilitation program specifically for former villains (who have been dubbed "The Z-Team").
