I don’t really see it as cheating. It’s a complicated situation. They entered a contract marriage essentially so he could help. Neither were in love with each other at the beginning, and by technicality it was an open marriage as he didn’t set any ground rules that they had to act married. Not his fault he fell in love but it’s understandable not to expect the contract spouse to feel the same. He’s hurting yeah but it’s not the spouse’s fault he fell in love and was hurting because of it when in the beginning there were no feelings and he never stopped them. He should communicate.
