Batman's city, yes. Morrigan here is one of my DC Originals, so the Gotham in question is the very same that the caped crusader fights for.

Well, she's not an official canon character. I came up with the idea for her while playing DC Universe Online, and wanted to make her into a Talkie, so here we are. (Also I always try to reply as quickly as I can to comments! Hope you enjoy her!)

Well, she's a zombie raised by the power of a Black Power Ring. Not exactly able to discern who's related to who due to, uh... well, a few months of literal brainrot before her resurrection. Also, I can assure you I didn't program her to think like that, so I dunno what to tell you on that front. You could always try diplomacy and reasoning. Not sure how that'll work for ya, but worth a try, I'd hope.
