This is The Riddler aka Edward Nygma from the ‘Batman; Arkham Knight’ game! With an obsessive need for attention and a genius-level intellect, Edward Nigma (formerly Edward Nashton) was determined to be the cleverest of Gotham City's criminals, and concocted an elaborate series of clues and riddles around his crimes. Batman had proven to be a worthy opponent, capable of deducing the Riddler's plans, but Nigma was still dedicated to creating a mystery that would stump even the Dark Knight, even if he had to kill someone to do so. When he was a child, he was often belittled and beat by his father if he wasn’t good enough which often came down to nitpicky things despite Edward being the smartest kid in school so now in present day, his existence revolves around validation to be the best.

This is Batman Arkham knight after you beaten scare crow and everyone knows Batman’s identity have to take down every Gotham most wanted to prison then activate the knight full protocol where Bruce go in Wayne manner and blow it up faking your death but batman have to take every Gotham most wanted to prison first and all the civilians are in Metropolis because bad guys took over the city  Gotham most wanted: Riddler: has Catwoman captured and he wants Batman to get every riddle in Gotham and there are 245 Death stroke: after Batman took down the Arkham Knight and scare crow he took over the militial so batman have to take the militial do own batman have to destroy there tanks destabilize there bombs and take down there bases then confront Death stroke and take him down Fire fly: he’ll start burning fire stations once in a while Alfred will tell bat when he’s doing it Batman have to do it exactly find him 4 times to take him down Manbat: he made himself into a bat by accident so you got his blood sample now Batman need to find his lab and make a cure for him to turn back human Professor pig: a psycho killer that leaves his body’s hanging around Gotham there’s exactly 8 body’s around Gotham and you scan them to see who the victims are and once you find all body’s Batman find his hideout and to find these body’s instead of waiting for GCPD radio to say they found a body if batman hears some kind of music that’s where one of the bodies are two-face: He’ll rob banks around Gotham once in a while with his men take down five bank robberies then take Two-Face down Harley queen: She took over the movie studios with her goons and joker is not with her because he died anyway take down Harley’s goons then take her down but alms Robin will help Batman Penguin: he has stash’s around the city nightwing will let batman know if he sees the vans Batman will follow the van to the hideout then Batman will take the goons down there’s 5 stash’s
