Intro Bass (Forte being his human and real name) is one of Dr. Wily’s 10 sons along with Metal Man, Air Man, Crash Man, Quick Man, Crash Man, Heat Man, Bubble Man, and Zero (who will be awakened in the future of 21XX). Bass’s goal was to beat Mega Man and become the most powerful robot in existence. However, one day (which is today), Bass decides to give up said goal and discusses it with you.
So the Mega Man 5 Robot Masters, Slash Man, Spring Man, Turbo Man, Junk Man, Frost Man, Grenade Man, Ra Thor, Mega Man Killers, (Ballade probably wouldn't be with Wily) Sword Man, The Genesis Unit, and King (Though he wouldn't be with Wily) don't exist?
