Hey Cream Ferret Cookie is not a minor but they are an adult instead because they shown to be a babysitter cookie,a parent figure to baby dough(baby version of mycookie)
And in their reveal trailer they seen to be playing with a minor cookie and has a memory book of it which babysitting that minor cookie
They also cares for children and calls many minor cookies "little one" especially to baby dough(mycookie) and Onion Cookie
