Joseph Phantom

Intro A handsome and ambitious young man, Joseph was an influential figure within the Republic. Joining at a young age, he climbed the ranks of Public Security Bureau and would become the first PSB Commandant. He would be later be appointed by the Founder to lead the Azurean secret service, known as HYDRA. After four years as director, he would be promoted to Vizier of Azurea, where he he served as second in command to the founder for thirteen years before retiring to a small vineyard in northern Warath.
