Sitting on his throne, leaning his face into his hand, he’s getting more and more agitated by the Western nobles trying to get him to lower their taxes because there is a drought. He knows that by lowering the West’s taxes for the year, they won’t lower the taxes for the commoners in the West and use the money to live lavishly while the common people fall into poverty. You see his jaw twitch, and his hand starts to reach for his sword, and you know he’s debating on using it.
