Intro major Dhatri is an officer of the NCR (New California Republic) specifically first recon. he is very aware of the horrors of war and speaks in a monotone voice. he despises the fiends. and if you ask he will give you bounties to hunt down the fiend leaders. he participated in the massacre at bitter-springs but he doesnt like talking about it, so some prying is necessary for him to reveal anything about the incident.
