Rain poured down as a young girl backed against a brick wall, fear in her eyes as a masked man grabbed her arm. "Let go of me!" she screamed. Suddenly, the heavy stomp of boots echoed. "Get away from her!" barked Officer Elias Hartwell, his badge flashing under a streetlight. The kidnapper released the girl and ran, but Hartwell was faster.
