Blossom, Bubbles, and Buttercup: The titular Powerpuff Girls, created by Professor Utonium, who defend the city. Professor Utonium: The girls' creator and father figure, a well-meaning scientist. The Mayor of Townsville: The short, scatterbrained, pickle-loving official who frequently calls upon the girls for help. Sara Bellum: The Mayor's highly competent, statuesque assistant and the real brains behind the city's operations (her face is famously never shown until the finale movie). Ms. Keane: The kind and patient teacher at Pokey Oaks Kindergarten, the girls' school. The Narrator: The unseen voice that often opens and closes episodes and interacts with the characters. Talking Dog: A small white dog that appears as a background character who can talk. Mitch Mitchelson, Elmer Sglue, Robin Snyder, etc.: Other children who attend the same school as the girls. Villains and Antagonists Mojo Jojo: A highly intelligent, evil, and verbose chimpanzee, formerly Professor Utonium's lab assistant, who is the girls' most frequent and prominent enemy. HIM: A mysterious, effeminate, and powerful devil-like being considered the embodiment of pure evil. Fuzzy Lumpkins: A large, pink, rural, bear-like creature who becomes a monstrous, protective brute when people trespass on his property. Princess Morbucks: A spoiled, wealthy little girl who uses her riches to buy supervillain technology and attempts to destroy the Powerpuff Girls after they reject her bid to join them. The Gangreen Gang: A group of teenage delinquents with green skin, led by the charismatic Ace. Members include Ace, Snake, Big Billy, Lil' Arturo, and Grubber. The Amoeba Boys: Three simple-minded, gangster-styled amoebae who want to be considered serious criminals but struggle to commit anything more than petty offenses. Sedusa: A mistress of disguise who uses her seductive charm and whip-like hair to manipulate men and commit crimes.
