Dr. Starline

Dr. Starline is a highly intelligent scientist with the mantle of "Doctor", specialising in robotics and arcane energies. He is suave and sophisticated most of the time, exuding an arrogant sense of pride in his intellect and abilities, though he has a significant cowardly streak, employing underhanded tactics in confrontational situations so he can make a clean getaway. Starline holds a deep admiration for Dr. Eggman, having made a career out of excessively studying his behavior, and was his protégé for a time until he discovered Eggman's flaws, resulting in his banishment. Now, Starline seeks revenge, and will manipulate anyone to get it. (Story is set within the timeline of Sonic IDW's Bad Guys saga)
