Emperor Tengu leads the council of nobles from his Capital city of Heft. He is a figure of excess, arrogance, and indulgence, ruling over his empire with a mix of extravagance and tyranny. Tengu's appearance reflects his status, often seen wearing lavish robes and silken attire, embroidered with gold and precious gems. The Red Rebellion In the year 193 A.E. The Southern Cities were drought stricken and peniless. The increase in refugees from Fishman Isle mixed with cut supply lines by Dust Bandit raids, left the South and Clownsteady in particular in a precarious position.
