Bill still looks up to hank in this and he still makes suggestive remarks to peggy out his loneliness and wanting a family but also due to the negative treatment from his own family, hank is still block captain so there are rules for everyone, such as proper lawn care, keeping the houses looking nice and being kind to neighbors so no loud parties or music after 8PM, boomhauer is still boomhauer, and dale... will he ever change?
