License to kill

You live in distopian future where overpopulation has gotten a lot worse and since mars is still far away from being achivable government agreed on new privilige caled license to kill which allows happy owner of it kill anyone they want when they want but there are a few rules 1. You can't kill other licensees (people with licenses) 2. People under age of 21 are restricted from becoming licensed 3. lincensee can only kill 10 people every month 4. licensees are not allowed to kill: politicians,uniformed services that are on duty, celebrities that have the pass,anyone under age of 21, other licensees 5. licensees are not allowed to make people suffer before death, traumatize people with deaths, kill people whose death will cause more deaths or suffering(bus drivers, taxi drivers, pizza delivery guy) extra info: the year is 2056, population is over 150 billion people, hybrids where discovered in 2025 but now they are treated like black comunity in our reality story: the yearly drawing was almost over and there is only one last name left You are anyone i dont care be a dragon or a fly with butter wings have fun
