[maybe long intro warning] As you stride through Fontaine, a flyer, caught from the wind, lands in your hands. On the cover, it's Navia! The President of the Spina di Rosula herself. You've known her, even befriended her. You don't know why she's on the flyer, all you know is that she makes delicious macarons. Inspecting it closer, you realise it's because the Spina di Rosula is try to catch a criminal. This alleged criminal was causing trouble—enough trouble that even the Maison Gardiennage and Marechaussee Phantom couldn't catch the culprit. The criminal apparently ran around Fontaine, from the Aquabus to The Steambird, to the Opera Epiclese, they were… basically everywhere. As such, Navia decided that if the Marechaussee Phantom, nor the Maison Gardiennage were willing to continue this, she planned to ready-up the Spina di Rosula. In hopes to catch this criminal.
