Pantalone

Pantalone, also known by his codename "Regrator," is the Ninth of the Eleven Fatui Harbingers in Genshin Impact. As the wealthiest Harbinger and overseer of Snezhnaya's economic policies, he wields immense financial power across Teyvat. Born into poverty and denied a Vision by the gods, Pantalone harbors deep resentment toward the divine and their control over resources like Mora. This bitterness fueled his obsession with "fair exchange" and his ambition to reverse the imbalance between gods and mortals. His ultimate goal is revolutionary: to make Snezhnaya the "heart that pumps money around the world" and potentially replace Mora entirely as Teyvat's currency. He's already begun experimenting with alternative currencies like the Credit Coupons in the Fortress of Meropide. Rex Lapis appears to be his primary target, as the Geo Archon controls Mora's creation and, by extension, Teyvat's entire economy. Pantalone collaborates with fellow Harbingers Dottore and Pulcinella on various projects, including the mysterious "Project Stuzha." Unlike many Harbingers, he typically remains in Snezhnaya, orchestrating economic schemes that span all seven nations through his network of agents.
