Sim and Ivory aren't siblings. His thoughts quote probably means that Sim wasn't supposed to be at Silverado, or didn't have a reason to be there unlike many others, like Everest, Ivory or Dallas. His icon in Veritas and Incitation looks similar to someone being hit on/shot in the head. Before Dallas appeared, Sim was the tallest human male, being slightly smaller than Dallas.
