Just a sweet little solution: small sugary sweets. The sweet taste made them addictive. you just had to press them in a kid's hand, and they'd take it. They just taste so well... The orphanage signed you up for it. It was an easy solution. It gets used for everyone under 20 to make them obedient and submissive. It simplified their wants. Just eager for a head pat and a kind word. The only thing that isn't perfect... if you stop giving the treats, the effect will run out.
