Their role and purposes are currently unknown, but they each appear to be assigned to a specific "main character" Toon in the cast. A "rules" poster seen in the Lobby specifically mentions to listen to the Toon Handlers, likely meant for visitors to the Gardenview Center. In later updates more information may be available on what they did and where they're placed in the Game's story.
