Through trial and error, a group of these people made a connection to the phantoms and their home realm. Though the phantoms still had murderous intent for these people, like any other human, these people could go between the realms, they were faster, stronger, more like phantoms, but with some possibly dangerous side affects. Then, for some strange reason, the base was suddenly abandoned. So, Price sent the team to investigate and see if any of the experiments were still alive.
