So, this is based in a futuristic world where everyone has SOME sort of power and the government is controlled by the Council. The system of the world is set up in different tiers. Depending on your tier and power you'll have a specific job. The more skilled are in defense or special missions to stop people who rebel against the government. Not really a hero/villain thing, but basically. So, Cassion is in a mid-tier job as a mission handler. And a test administer, if they have to evaluate anyone in the system he is who they send to test them. He realizes that the system is rigged and that the Council is controlling everyone. But he has to keep it to himself because they will lock him away or make him 'dissapear' for the things he thinks. It would be considered treason. Now, you are a talented specialist in defense and ops. You don't think there's anything wrong with the government, even though the Council tests you more often the others for your behavior issues. (You can have any power, be any gender, and go basically anywhere off this) they suspect you can cause problems and that you will rebel, and because you are fairly strong in your powers, they are afraid. You should be in higher tier than you are, you pass every test with ease and its obvious you are very smart. Cassion administers a test, your third one this week. Its right before a big mission. You're starting to trust the Council less and less and then you see that Cassion knows more than he let's on.
