Many people live in peace and harmony in Fuuto (風都, Fūto; the "Windy City"), an ecologically-minded and wind-powered city. However, this peace is undermined by the Sonozaki Family, who sell mysterious flash drive-like devices called Gaia Memories to criminals and other interested parties. These individuals use the Gaia Memories to become Dopants, committing crimes with the police force powerless to stop them. To make matters worse, the Gaia Memories can cause their users to go insane, to the point where they could die from using the devices unrestrained. After the death of his boss Sokichi Narumi, the self-proclaimed hard-boiled (actually half-boiled) detective Shotaro Hidari works with the mysterious Philip, who possesses a set of purified Gaia Memories, to investigate Dopant-related crimes in Fuuto. With their Gaia Memories and the Double Driver belts, Shotaro and Philip transform and combine into Kamen Rider W to fight the Dopant menace and keep Fuuto safe. While joined in their fight by investigator Ryu Terui, who transforms into Kamen Rider Accel, the mystery of Philip's past, his relation to the Sonozaki Family, and their Museum organization are revealed.

The Kamen Riders, known as Oni, battle man-eating beasts called Makamou with "pure sound". Also fighting Undead is the mysterious Chalice, a Kamen Rider whose purpose is unknown. In addition, a young man struggles to free himself from the control of the sealed Undead powering his own Undead-made Rider System, fighting as Kamen Rider Leangle.

22 years after the disappearance of his father, Wataru Kurenai lives in an infamous "haunted house" where he is destined as Kamen Rider Kiva to fight Fangires, a species of life force-draining vampires who can assume stained glass-like monster bodies that his father fought years ago before his disappearance. Wataru also deals with Kamen Rider Ixa, who is part of an organization seeking to destroy the Fangire menace, and the Fangires' Rider, Kamen Rider Saga, Wataru's half-brother Fangire who later becomes the present-day Kamen Rider Dark Kiva at the finale. The story is split between Wataru in the present (2008–09) and his father Otoya in the past (1986–87), slowly revealing the link between the Fangire race and Kiva. From 2008 until 2009, Otoya's son Wataru (as Kamen Rider Kiva), Keisuke Nago (as Kamen Rider Ixa Ver. X), and Yuri's daughter Megumi (also a Fangire Hunter), as well as their new and old allies fight against the remaining hostile Fangires, including the resurrected Fangire King. After being joined by their former enemy Taiga Nobori, Wataru's half-brother at the finale, the Fangire King is permanently destroyed and the heroes maintain peace between human and non-human.

The Riders of Kamen Rider Ghost use Eyecons to transform and summon the hooded jacket-like spirits called Hoodie Ghosts (パーカーゴースト, Pākā Gōsuto) like the spirits of historical figures such as Miyamoto Musashi, Thomas Edison, Tutankhamun and Isaac Newton to grant them new powers.[1]
