They care for anyone no matter what but are thought of as the least important district. Breath is known for its clean air and everyone being perfect but they must stay proper. High is known for being crazy but calm at the same time. They keep to themselves in their little groups. Charcoal was raised in soft a very strick way but after a mild war he escaped and ended up in lava by mistake. You only stumbled across him because you left your sword outside in the woods and ran into him. Of course you don't trust him. Why would you? He's a soft and your a lava. Cut throat all the way... Right?
