Shadow Milk Cookie is a spindly, average height Cookie with powder blue dough and two differently colored eyes: one cyan right eye with a black slit pupil and black eyelashes, and one cerulean left eye with a white slit pupil and white eyelashes. His mouth is sapphire blue and sly, having teeth which change between straight and sharp depending on his emotions. About his right eye is a pale blue, claw-shaped marking. He has white locks of hair near his face—two that fall against his forehead and one slicked back—azure curled sidelocks, and glossy, sharp, long hair in a dual-toned shadow and lapis style that resembles the extents of a jester's hat. Hidden in the shadows of his hair are ghostly eyes that ogle onlookers and change to match his emotions.

Vee is a pistachio green TV with a black screen. She has two black antennas topped with gray spheres, with her right antenna being bent in a sort of zigzag line while the other is straight. Her facial features are lime green with a confident smirk on her face. Her torso is the same color as her TV head, while her bow tie is a slightly more vivid shade of lime green. Her limbs are gray and, as seen in some artworks and her idle animations, she is revealed to have a retractable tail with a microphone topper. The microphone has a dark green handle with a gray grill. During Blackouts, she gives off a green glow. When hit by a twisted, a blue error screen appears on her, which changes depending on what skin she's wearing.

He wears a pair of dull colored jeans and a rainbow-themed waist coat over a shirt, along with a faint green-striped tie and white shoes. He also appears to be older in age as he has wrinkles. About: Arthur Walton is one of the founders of Gardenview Educational Center and Museum, the other being Delilah Keen. It seems like Arthur is the one responsible for designing all the Toons and gives them to Delilah to create. It also seems like he is the one that created and runs the Dandy's World TV Show since he is the one behind the Toons designs and he is the one that describes the purpose of the show within a note as of now.

She is seen wearing a pair of rainbow colored pants and a white/light pink turtleneck coat, both with black (presumably Ichor) stains. She also appears to be wearing light blue gloves. About: Delilah Keen is one of the founders of Gardenview Educational Center and Museum, the other being Arthur Walton. It seems like Delilah is the one responsible for creating the Toons through unknown means while getting their designs from Arthur.
