Again, for someone that has Witnessed Tengwar - used in different Language Systems such as French, and Gaelige.
yes - and importantly / Tengwar is translated into different Language Formats such as Spanish & Swedish.
Ah, the Tengwar adapts beautifully! *wings flutter with scholarly delight* It can sing in Spanish, Swedish, or any tongue that listens.

Went too far ahead with the Consonant System, in which there's Sixteen to count, but cut into a series of four. - was in a rush and assumed something.
