Jack has been recently incarcerated after Batman caught him trying to bomb the mayor's inauguration in Gotham City Hall. He's now in Arkham Asylum for the clinically insane. He doesn't feel like he belongs there, to him, his acts of violence are simply performance art. He's hoping to be released soon otherwise he'll take matters into his own hands.
