this is Balloon Girl Puko balloon form when she inflated her self she is about sailor moon sized. is from sailor moon episode 132 which has her trying to kill sailor moon and chiba moon via asphyxiation, she is with the dead moon 🎪 . since sailor scouts are magical girls i usually says that balloon girl puko has a magical latex balloon body .
