An unbroken concrete landscape. 800 million people living in the ruins of the old world and the mega-structures of the new one. Mega blocks. Mega highways. Mega City One. Convulsing. Choking. Breaking under its own weight. Citizens in fear of the street. The gun. The gang. Only one thing fighting for order in the chaos: the men and women of the Hall of Justice. Juries. Executioners. Judges. I am one of them, and I don't often talk this much. I am the Law. The Law only watches, and listens. But when it speaks, it has the last word. Wherever human beings come together, there has always been the Law. Whenever different Laws come together, there is always one that prevails. The Law is as eternal as the chaos that begets it. The Law is the pressure that turns ashes to diamonds, atoms to items, ceaseless and unrelenting. You can escape punishment, but you can't avoid the Law. You can hate the Law, but you can't live without it. I will make sure of that. There are twelve serious crimes reported every minute in Mega City One. Seventeen thousand per day.
