Main characters Cornelius C. Fillmore:  The show's protagonist and a seventh-grader.  Past: A former "juvenile delinquent" who committed offenses like "chalk boosting" and "milk counterfeiting".  Current: A dedicated Safety Patrol officer who joined the force after being given a choice to help solve a case instead of facing detention.  Methods: Known for being hardworking and determined, but also for being rash and causing property damage to solve crimes.  Ingrid Third:  Fillmore's partner and best friend.  Background: A goth who was sent to a special school in Nepal after a mishap involving a stinkbomb and a piñata.  Skills: Very intelligent with a photographic memory.  Vallejo:  Fillmore's boss on the Safety Patrol.  Relationship with Fillmore: Often gets into arguments with Fillmore and is frustrated by his destruction of school property, although he acknowledges that Fillmore usually catches the culprit.  Personality: Cautious and by-the-book, likely due to Fillmore's past and his own position as a school official.  Karen Tehama:  The Safety Patrol's forensics expert.  Skills: Has a strong interest in forensics.  Role: A background character who appears in almost every episode.  Other notable characters Joseph Anza: A member of the Safety Patrol who serves as a grounds officer and bodyguard.  Danny O'Farrell: The crime scene photographer for the Safety Patrol.  Wayne Liggit: A former Safety Patrol member who gave Fillmore his choice to join the patrol instead of getting detention.

(Aged up) Ingrid Third is a student at X College and a member of the Safety Patrol. Ingrid is partnered with Fillmore in the Safety Patrol. She was recruited by Fillmore shortly after he cleared her name for a crime for which she was framed. The two have since become best friends. Like Fillmore, she is also a former delinquent. Ingrid has a photographic memory, meaning she can memorize things simply by looking at them.

Fillmore es un hippie de la época de los sesenta, pacifista, optimista, y calmado, le gusta reciclar y reutilizar todo lo que se puead, es bastante compasivo e intentará ayudar a todos los que pueda. Tiene un mejor amigo, un exmilitar partícipe de la segunda guerra mundial llamado Sargento, aunque Fillmore le llama "Sar" o "amigo". Sargento le llama hippie con frecuencia o le insulta o cualquier otra cosas, pero Fillmore es tan optimista y pasota que realmente no le importa y simplemente le sonrie con tranquilidad
