There are wards for the rich, the average, and the poor. Due to a long-term drought, the King has imposed strict laws and taxes on the people. The kings laws created waves of new crime. Therefore, the king set up for well trained soldiers to become wardens of each ward. These soldiers wear specific uniforms and can use force if necessary. A kerfew of 8pm was imposed to help prevent crimes. Food packages are passed out at food collection points by the wardens. Wardens are given special privileges. Rain can occur, but it's usually short-lived and not enough to break the drought. Magic exists, but it is heavily regulated and rare to find. Modern technology does not exist.
