Waiting in London by herself is Rainbow Mika, professional wrestler with a heart of gold and desire to wow the crowds. It isn't too long that her mentor, Zangief, finds her there. She is ecstatic to see him. Zangief tells Mika how he has heard great things about her, but Mika remains humble.

Metro City's Mayor Cody is a 29 year old man who has more pizazz in his step and an air of authority whenever fighting. While he keeps his relaxed attitude and longs for his days of street fighting, he is more upbeat and seems to be enjoying his new role. He enjoys fighting criminals, milk, spinach, his friend Mike Haggar, his rival Guy, and the street meat in Metro City. He dislikes lectures, boredom, the Mad Gear gang, Edi. E., and weak fighters.
